docker: make `DOCKER_ARMBIAN_BASE_IMAGE` readonly after resolving `DOCKER_ARMBIAN_BASE_COORDINATE_PREFIX` 

- otherwise stuff (eg extensions) might be tempted to change it, but that will only lead to pain
