rockchip: rk3128: check bootmode from pmu_sys_reg0 

To keep synchronization with other paltforms, RK312x
will also check all bootmode information from one
register--PMU_SYS_REG0(0x0x100a0038).

This change should based on rk3126_ddr_300MHz_v2.09.bin
